A 1200x1600px image tagged at 72 DPI and the same image tagged at 300 DPI contain the exact same pixel data - the DPI tag only tells a printer or design program how large to physically print it. Changing the tag from 72 to 300 doesn't add detail that wasn't there, but it does satisfy software that specifically checks the metadata field rather than calculating effective print resolution from pixel count and print size.
If a print shop rejects a photo for being genuinely too small to print at the size you need - a 400x300px image for an A4 print, for example - relabeling the DPI tag won't fix that; the image needs to actually be upscaled or you need a physically smaller print size.
